A high concentration of large-scale waste facilities in Hartford – including a landfill (now capped), a regional wastewater treatment facility, and a trash-to-energy plant – has long raised environmental justice concerns. Despite this dirty legacy, Hartford has made enormous strides in managing waste. The Climate Action Plan will analyze prior studies, review facility relocation, develop strategies for waste reduction in the public and private sectors, and aim to improve recycling and composting citywide.
